Mr. Wray is Manager of Generation and Transmission Projects for SouthWestern Power Group in Phoenix, Arizona. He is responsible for leading the pre-construction development activities for generation and transmission projects undertaken by the company.

Mr. Wray is also the Project Manager for the SunZia Southwest Transmission Project, a 450+ mile parallel 500 kV transmission line project, with EHV interconnections, that will provide a new bulk power transfer link between renewable generation resources and power markets in the Western Interconnect. The project will run from east-central Arizona to east-central New Mexico. An environmental impact statement and permitting activities in both states are underway. Anticipated in-service timing for the first phase of the project is 2013.

Mr. Wray has thirty-five years’ experience in the domestic electric power industry, focusing on EHV transmission and large power generation project development and financing. He is an expert in the siting, development and regulatory approvals of greenfield projects. Wray led the development efforts for SouthWestern Power Group’s Panda Gila River and Bowie projects (totaling over 3,400 MW of CCCT generation).

His previous positions include founding partner in SouthWestern Power Group; founding partner of Groves, Wray and Associates; numerous positions over a seventeen year career with Public Service Company of New Mexico; and past membership in the New Mexico State Senate. He was the author of the country’s first legislative initiative authorizing customer choice, open access and retail competition in the electric utility industry.

Mr. Wray received a Masters of Business Administration from the University of New Mexico, a Masters of Engineering from the University of Colorado and a Bachelor of Science of Electrical Engineering from Louisiana State University.
